2.2.15 Service Access Rights:
Everybody has the right to their own data and the right to cause other parties to delete data about them.   ASP provide life long assurances to owners that they will be helped in every possible way to gain access to their data.

Business Requirement:
As data is entered, that data is encrypted, replicated and distributed to many secure data centers - every page may be stored as ten or more pages.   As data is changed, the origin value of the data is copied, encrypted, replicated and distributed to many secure data centers - every note is saved ten time each time it is changed.
The effect is that data sizes multiple rapidly and it can become a challenge to communicate such large amounts of data from massive Internet connected data centers to a local computer on a shared network.   For example; a local office make take 100 hours to download just one giga-byte of data.

Intelligent Extract:
The purpose of the download is likely to be coupled with a requirement to upload the data to a different place.   Eliza is able to extract data in such a way that only variations from a default are actually communicated - the effect can be more than 90% saving in data space and time.
For example; the default contact method is email, so all customers will email as their contact method do not need to have that fact extracted, its just the few exceptions that need to be communicated.   For example, most address country will be England, so this fact does not need to be communicated.   Eliza can quickly scan all data, identify the defaults and then only export exceptions.
What was once a 100 hours download procedure can become a two hour download procedure.

Business Rules:
A monthly download will become too much for a local network to handle - connection errors will increase.   A weekly download can be very much more effective than a monthly download.   By the same token, a daily download is much more effective than a weekly download.
The benefits of copying smaller amounts of data are self-evident and lead to the conclusion that a one hourly download is more effective than a daily download.   If its good to copy data every hour, it is even better to copy that data every minute.   Once data is copied to safe and secure places every minute, then the possibility of a loss of data become negligible.   Eliza copies data in real-time, less than every second and data is replicated to many physical places, so a data loss in unlikely.

Security:
Everybody has the right to access their data, but every download is a potential security risk - the data copy will be attacked and eventually it will be stolen.   Where a person uses application services to access their data, then that data remains encrypted and it secure.   Where a person takes responsibility away from the ASP by downloading data to a local computer, they are personally liable for all security attacks and theft - and fines by the Information commissioner.

Data Protection Officer:
ASP provide a Data Protection Office with the applicable qualifications, skills and experience to manage data stored by the ASP.   When data is downloaded, a different Data Protection Officer must be appointed to manage that local data - this is a legal requirement.   The locally appointed Data Protection Officer must ensure that the downloaded data fully complies with all data protection regulations.   This means that the local data must be encrypted, must have adequate authentication, must have adequate availability and business continuity.   In fact, the local Data Protection Office can only insist that data is protected as it was protected by the ASP before it was downloaded.
