15.38. Stock Control Service:
1. A Stock Control Service is a mandatory part of running a construction project in an effective and productive way.   Assets to be managed include tools, equipment, machines, plant and materials such as steel, agrigates and cement.
2. Stock may be purchased or on-hire with the need for an efficient contract hire service to manage the return of hired assets.   Stock control will handle a lot more assets than just those on hire and includes consumables where needed.
3. When a customer evaluates the suitability of a contractor, the contractor needs to be able to demonstrate they they have the infrastructure in-place to manage the project, including project assets with a stock control service.   Tools and equipment need regular PAT testing and inspection so where the asset is and when it was last inspected is a safety risk to be managed with evidence.

2. Glossary of Terms:
OHS means "Occupational Health and Safety" in compliance with ISO 45001.
HSE means "Health and Safety Executive" as the UK regulation authority.
RFI means "Stock Control Service" as a message service.

4. Status:
1. The status of an asset is: (1) on-site, (2) off-site, (3) lost (in a skip), (4) stolen.
2. Assets of value may be assigned to the safe keeping of a responsible person - machinery may have a nominated driver or operative who is certified to use the machine.
3. Assets may come with a data specification, certificates of worthyness, test certificates and operating guides - this associated paper is as valuable as the asset because without the certificates, the asset cannot be used.

5. Who:
1. Any approved person may view the stock control list and most people will have the right to correct the stock.   Every field value change made by any person shall be recorded with the date, time and original value so data entry errors can be corrected.
2. Management can view at a glance the whole stock control list, may sort by any column and may filter by any field value.   A report is provided to enable stock to be viewed as a long list of assets with valuation.
